On October 28th, the "Second China County Economy Investment Summit Forum," hosted by the China Investment Association, was successfully held in Beijing. Liu Xiaofeng, the 12th Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended and declared the opening of the forum. In the roundtable dialogue session, distinguished guests such as Xin Renzhou, former Deputy Director and Inspector of the Industrial Policy Department of the Ministry of Industry and Information Technology, Ren Qing, Standing Committee Member and Executive Deputy County Head of Zhouqu County, Liu Bin, Chairman of Zhonghan Guozhi Technology Industry Development Co., Ltd., Qu Jinglu, Vice President of the Beijing Venture Investment Association, and Wang Yueming, Director of the Beijing National Data Talent Service Center, deeply discussed how to innovatively promote the "integration of digital technology application scenarios with county industries."
Xin Renzhou stated that the digital economy has pointed the way for the transformation and upgrading of county industries, provided solutions to the problems faced by county development, and enhanced the precision, refinement, and scientific nature of county management and services. He also suggested that county governments should plan for the digital economy development in the 15th Five-Year Plan in advance, focus on the breakthrough points of enterprise digital transformation, and combine the digital economy with county characteristic industries to promote the digital transformation and high-quality development of county industries. Ren Qing, by introducing the county's overview and resource status, indicated that Zhouqu has transformed from rebirth to western revitalization, with digital technology driving the transformation and upgrading of Zhouqu's characteristic industries, achieving the commercialization of agricultural products, helping to improve grassroots management efficiency, and promoting the transformation of social governance models towards intelligent and digital governance. Liu Bin introduced Zhonghan Guozhi as a wholly-owned enterprise of the China Association for Science and Technology, which, through the integration of high-quality resources and advanced digital technology, has effectively promoted the implementation and transformation of digital technology projects with the "digital technology + industrial investment + management operation" model, injecting new quality productivity into the industrial upgrading of counties.

Several industry leaders shared innovative projects and practical experiences from three aspects: innovative technology platforms, artificial intelligence digital talent, and agricultural policies, demonstrating the huge potential of digital technology in improving county economic production efficiency, optimizing resource allocation, and promoting industrial upgrading.
Among them, Dr. Zhang Rongchun, Deputy Secretary-General of the China Digital Rural Coordination Innovation Platform, summarized the "5+3" rural revitalization policy matrix in his keynote speech titled "Digital Rural Policies Help Rural Revitalization." He proposed five types of reward and subsidy policies and three types of honor policies, suggesting that rural areas should benchmark agricultural policies, create park carriers, develop customized agriculture, integrate industrial chain element resources, and strengthen digital finance to accelerate the construction of digital rural areas and help comprehensive rural revitalization.
